This game is continually getting updated. Remember this is free roam. Though some towns and cities may be updated as you go forward you can always go back to old towns or older updated towns and explore and/or stay there. Hey! You can even make a life there! But as long as you keep going forward you will complete the story line but there are many weapons and side quests you can gain and complete along the way.
