When you beat that crap out of the enemy, you came to a little chamber. The terrorists already destroyed the sewers and the pipes were all broken. The water came out from the pipes and now, all pipes are destroyed.
Now, the earthquake started. What a bad luck? But it's just terrorists who activated the earthquake machine.
